(中文) 中国“一带一路”战略如何带动东南欧国家发展

中国“一带一路”战略在东南欧成效显著 2013年9月和10月,习近平总书记在出访中亚和东南亚国家期间,先后提出共建“丝绸之路经济带”和“21世纪海上丝绸之路”的战略构想,以期开创中国全方位对外开放新格局,而这就是“一带一路”的来源。它将充分依靠中国与有关国家既有的双多边机制,借助既有的、行之有效的区域合作平台。“一带一路”的建设不仅不会与上海合作组织、欧亚经济联盟、中国—东盟(10+1)等既有合作机制产生重叠或竞争,还会为这些机制注入新的内涵和活力。 经过一年多的酝酿,“一带一路”正从战略构想走向落实。在各部委2015年工作部署中,“一带一路”和“走出去”出现的频率极高,各项形式的项目在世界范围内落地开花。 以巴尔干半岛举例来说,自“一带一路”稳步开展以来,巴尔干半岛凭借其便利的地理位置,巨大的市场潜力,以及丰富的自然资源与中方的经济贸易中成效显著,双方贸易、双方投资都显著提高。特别是,中国加大对巴尔干半岛能源、基础设施等领域的投资直接带动了当地的经济发展。其中,尤以黑山共和国、塞尔维亚,克罗地亚,意大利为典型。 黑山   黑山位于巴尔干半岛西南部,随着一带一路的开发, 黑山凭借自身便利的地理位置,丰富的森林、水利资源,完整的教育体系等优势,与中国在经贸、文化、旅游等各种领域加强了交流和合作,并且成效显著。黑山副总理拉佐维奇认为,黑山虽然是中东欧合作及中国“一带一路”倡议最积极的参与者。由中国公司承建的黑山南北高速公路斯莫科瓦茨-马特塞沃段项目启动仪式于2014年在黑山首都波德戈里察隆重举行。 黑山高速公路项目由中国贷款6.87亿欧元,是迄今为止利用中国政府设立的-中东欧国家合作专项优惠买方信贷中的数额最大的一笔贷款。项目的建成将改善行车条件和沿线人民的生活,实现互联互通,增强巴尔港竞争力,拉动黑山和周边国家经济的发展,意义重大。2015年,黑山积极参加了在浙江宁波开幕首届中国—中东欧国家投资贸易博览会。黑政府多次呼吁中国投资其基础设施、能源、农业、旅游等。 塞尔维亚 又以塞尔维亚距举例来说,塞参与“一带一路”建设也具有得天独厚的优势。如便利的交通位置,广大的市场潜力和辐射面,中塞两方的友好关系以及我中资企业在塞经营打下的良好根基。根据塞方统计, 2014年上半年,中国对塞直接投资达到1880万美元。截至2014年6月,中国对塞直接投资存量约5000万美元。目前,中国企业在塞投资主要分两类。一类是旅塞华商投资建设的中国商品销售中心,另一类是履行国内有关境外直接投资手续的较大额投资项目。 意大利   千百年来,连通欧亚大陆的古丝绸之路,为促进民族交流、文化传播、科技进步和人类文明发展作出了重大贡献。今天,“丝绸之路经济带”和“21世纪海上丝绸之路”的宏伟蓝图,又为文明古国意大利带来了新的发展机遇。自“一带一路”提出以来,中意两国经贸合作保持较快发展,呈现高端引领、强强联合的新趋势。去年,中意双边贸易额433.3亿美元,今年1至7月,双边贸易额273亿美元,同比增长10.7%,贸易产品的科技含量和附加值也不断提升。意大利企业已在华投资5000多个项目,投资总额达62亿美元。同时,也有100多家中国企业在意大利投资,涉及金融、电信、机械制造、研发设计等领域。意大利现在是中国在欧洲第五大贸易伙伴,中国是意大利在亚洲的第一大贸易伙伴。 克罗地亚   克罗地亚共和国(The Republic of Croatia)位于欧洲中南部,地理位置优越, 中国顺利推动一带一路战略以来,克罗地亚凭借其极佳的区位投资优势和广阔的市场、不断完善的外商投资优惠政策、较健全稳固的金融体系管理,不断加强与中方的经济外贸往来,据中国海关统计,2013年中克双边贸易额为14.95亿美元,同比增长8.8%,中国对克罗地亚出口额13.9亿美元,同比增长6.9%;进口额1.05亿美元,同比增长40.8%,顺差12.85亿美元。 中国对克罗地亚出口商品主要类别有机电产品、纺织品、服装及鞋类等。中国从克罗地亚进口的主要商品类别有锯木板材、建筑用石材、牛皮及皮革制品等。旅游业、造船业、制药工业一直是克罗地亚的重要产业,也是优势产业,但是其基础设施较为薄弱,基于此,中国一带一路战略惠及沿线国家基础设施领域的设想与克罗地亚的现状十分吻合,该领域是中资投入的重点领域。 在全球经济复苏持续乏力的情况下,中国倡议的“一带一路”建设将给欧洲沿海国家经济和全球经济增长提供帮助。亚洲发展的一大瓶颈是许多地方基础设施建设滞后,基础设施建设资金缺口估计高达数万亿美元。中国提出的“一带一路”倡议有望逐步改变这一状况,基础设施改善将直接带动当地经济,进而有利于吸引更多外商投资,促进当地局势稳定,形成良性循环达到双赢的局面。
